Google Checkout with free shipping

I have a problem my shopping cart. Google Checkout isn't working correctly. I setup the Oscommerce to provide free shipping for orders over $50.00 for customers in the United States.

Free shipping with orders over $50.00 seem to work fine with PayPal's checkout, but it doesn't work with Google Checkout.

Can someone offer some help on this issue?
